23.—(1) No information shall be published which discloses the identity of—

(a) a person who has tested positive for, or who is suspected to have, the SARS – CoV-2 (Coronavirus COVID-19), or another person who is a family member of that person; or

(b) a person conducting any health examination, contact tracing or health investigation, in respect of any person mentioned in paragraph (a),

without that person’s express consent, and an authorized officer may at any time make a direction to that effect.

(2) When a person is being tested for the SARS – CoV-2 (Coronavirus COVID-19) by an authorized officer or at a designated testing location, no person shall be within 30.48 metres (or 100 feet) of either the person being tested or the person who is conducting the testing, and an authorized officer may at any time make a direction to that effect.

24. The procedures set out in the Sixth Schedule apply to the conduct of testing and the handling of samples and reports, by private laboratories, in respect of the SARS – CoV-2 (Coronavirus COVID-19).

25.—(1) During the period from January 15, 2021, to January 31, 2021, a person, being a citizen of Jamaica, who seeks to enter Jamaica and who has been in the United Kingdom at any time during the period of two weeks prior to the date on which entry into Jamaica is sought shall—

(a) for a period of not less than forty-eight hours after entry into Jamaica, remain in quarantine at a facility designated by the Government;

(b) be tested for the SARS – CoV-2 (Coronavirus COVID-19); and

(c) comply with all applicable directions given, and requirements imposed, by an authorized officer, including the Government Facility Quarantine order in the form set out as Form E of the First Schedule.

(2) Where the test administered to a person under sub-paragraph (1)(b) is negative—

(a) the person shall be allowed to leave the quarantine facility referred to in sub-paragraph (1)(a), but shall, in accordance with the Government Facility Quarantine Order in the form set out as Form E of the First Schedule, remain in quarantine at an abode or place of residence for the remainder of the period of fourteen days commencing from the date of the person’s entry into Jamaica; and

(b) the provisions of paragraph 8 (electronic monitoring) shall apply to the person.

(3) Where the test administered to a person under sub-paragraph (1)(b) is positive, the person shall remain in quarantine at the quarantine facility referred to in sub-paragraph (1)(a) until the person recovers from the SARS – CoV-2 (Coronavirus COVID-19).

(4) Notwithstanding anything in sub-paragraph (1), during the period from January 15, 2021, to January 31, 2021, no person travelling directly from the United Kingdom shall be permitted to enter Jamaica.

(5) Sub-paragraph (4) shall not apply to any person, or category of persons, authorised to enter Jamaica, in writing in the form set out as Form F of the First Schedule, by the Minister responsible for immigration, with the prior approval of the Cabinet.

(6) A person who enters Jamaica under sub-paragraph (5) shall—

(a) remain in quarantine for a period of forty-eight hours after entry into Jamaica, at a facility designated by the Government;

(b) be tested for the SARS – CoV-2 (Coronavirus COVID-19); and

(c) comply with all applicable directions given and requirements imposed by an authorized officer, including the Government Facility Quarantine Order in the form set out as Form E of the First Schedule.

(7) Where the test administered to a person under sub-paragraph (6)(b) is negative—

(a) the person shall be allowed to leave the quarantine facility referred to in sub-paragraph (6)(a), but shall, in accordance with the Government Facility Quarantine Order in the form set out as Form E of the First Schedule, remain in quarantine at an abode or place of residence for the remainder of the period of fourteen days commencing from the date of the person’s entry into Jamaica; and

(b) the provisions of paragraph 8 (electronic monitoring) shall apply to the person.

(8) Where the test administered to a person under sub-paragraph (6)(b) is positive, the person shall remain in quarantine at the quarantine facility referred to in sub-paragraph (6)(a) until the person recovers from the SARS – CoV-2 (Coronavirus COVID-19).

(9) During the period from January 15, 2021, to January 31, 2021, a person who is not a citizen of Jamaica, and who was in the United Kingdom within the period of fourteen days immediately before the date on which the person seeks to enter Jamaica, shall not be permitted to enter Jamaica.

26. The Disaster Risk Management (Enforcement Measures) (No. 16) Order, 2020, is revoked.

(9) During the period from February 1, 2021, to February 28, 2021, a person who is not a citizen of Jamaica, and who was in the United Kingdom within the period of fourteen days immediately before the date on which the person seeks to enter Jamaica, shall not be permitted to enter Jamaica.

26.—(1) The provisions of this paragraph apply in respect of the parish of Manchester, during the period from February 1, 2021, to February 8, 2021.

(2) Notwithstanding paragraph 10 but subject to the exceptions specified in the Third Schedule, commencing at 7:00 pm on February 1, 2021, and ending at 5:00 am on February 8, 2021, each person shall remain at an abode or place of residence (including the yard) during the hours from 7:00 pm each day until 5:00 am on the following day.

(3) Notwithstanding paragraph 12(a), gatherings in a public place shall not exceed 10 persons, but the exceptions set out in the Fourth Schedule apply except to the extent otherwise indicated in this paragraph.

(4) Notwithstanding paragraph 14(1), during the period from February 1, 2021, to February 7, 2021—

(a) markets shall operate and vending in public arcades and public transportation centres shall take place, only during the hours of 6:00 am to 6:00 pm on Mondays to Saturdays; and

Special provisions in respect of the parish of Manchester.
