b. Schools Energy Efficiency and Solar Project
A preferred bidder has been identified for the Schools Solar Project. The private investor is to undertake the financing, installation and maintenance of photovoltaic generation systems and energy efficiency retrofits in 30 select secondary schools as part of a pilot project. It is expected that negotiations will be concluded during the 2019/20 financial year to facilitate commencement of the project during FY 2020/21.
c. Jamaica Ship Registry
The Maritime Authority of Jamaica (MAJ) is to develop the Jamaica Ship Registry (JSR) and its related activities. Cabinet gave approval for the MAJ to proceed to the transaction phase for the management, operation and promotion of the JSR by way of a restricted bidding tender methodology. The transaction phase is expected to commence by the second quarter of the 2020/21 financial year.

TERMS OF REFERENCE
Public Sector Learning Framework Project Officer
Project title: Public Sector Learning Framework Functional Designation: Public Sector Learning Framework Project Officer Executing agency: The Management Institute for National Development Duration of Assignment: 39 months Deadline for Application: July 8, 2016
Purpose of the Assignment: The purpose of this assignment is to provide management and coordination support to the Management Institute for National Development (MIND), and to work closely with the PSLF Advisor/Consultant and identified stakeholders within the Jamaican public service, towards achieving the objectives of the Public Sector Learning Framework (PSLF) in a sustainable manner.
1. SERVICES REQUIRED The Management Institute for National Development (MIND) in its capacity as lead implementer for the Government of Jamaica’s Public Sector Learning Framework (PSLF) requires the services of a Project Officer to provide management and coordination support to the effective and timely implementation of the PSLF, its full integration into MIND’s operations and the Government of Jamaica’s (GoJ) strategic human resource management framework. The terms of reference is concerned with this scope of work.
2. BACKGROUND MIND is an executive agency and the GoJ’s public service learning, organisational and leadership development institute, charged with developing the human resource capacity of the public service to respond effectively to the priorities of government and national development and public sector modernisation and transformation.
In keeping with its mandate, the Agency, in 2009 established a strategic focus, hinged on four (4) thematic outcomes identified as the “pillars of excellence” that will help it to better coordinate and focus its strategies, and consequently, direct all staff efforts and resources towards supporting GoJ’s priorities and needs. These are:
o Theme 1: Stakeholder Satisfaction and Approval o Theme 2: Programme and Operations Excellence o Theme 3: Transformative Learning and Professionalization o Theme 4: Resource Mobilization and Management
Additionally, the Government in its Cabinet Decision # 49/09, established its position in rationalizing the public service as a pathway to improved professionalism, effectiveness, efficiency, accountability and responsiveness to citizens’ needs. Along with the establishment of the Public Sector Transformation and Modernisation Division, a strategic review of the GoJ Modernisation Plan led to the establishment of a new Strategic Human Resource Management (SHRM) function with a mandate to provide strategic direction through policies and frameworks that support the development and management of the Public Service through the recruitment and retention of competent and motivated public officers at all levels, capable of delivering efficient, effective and responsive services to the public.

The Financial Officer will report directly to the Financial Specialist.
7.0 EVALUATION
The Financial Officer will be required to complete an annual evaluation, which shall be conducted at the
end of each contract anniversary year. The evaluation will seek to establish the performance of the Financial
Officer over the period of the entire contract period and the recommendation for gratuity payment.
8.0 CHARACTERISTICS OF THE ASSIGNMENT
Reporting Relationships: The consultant will report to the Financial Specialist.
All deliverables and/or reports will be reviewed and approved by the
Financial Specialist.
Nature of the Assignment: The assignment is on purely contractual basis. The tenure will be co-
terminus with the project duration. The contract will be for two (2) years in
the first instance, and extended based on satisfactory performance.
Level of effort: Full time level of effort of twenty-four (24) consecutive months, with full
days Monday through Friday, operating normally within a professional
office environment. Some weekend or evening hours may be necessary. This
role routinely uses standard office equipment such as computers, phones,
photocopiers, filing cabinets and fax machines.
Duration of contract: Twenty-Four (24) months (subject to renewal)
Location: Kingston, Jamaica | Travel may be required to other Government entities
within and outside the Kingston Metropolitan Area.
Type of Consultancy: Individual
Type of contract: Lump-sum payments based on scheduled deliverables
Financing Agreements: Consultancy payments will be made through the Office of the Prime
Minister.
9.0 MINIMUM QUALIFICATION AND EXPERIENCE
The incumbent must meet the minimum required qualifications as detailed below or based on equivalency.
Equivalency decisions are made on the basis of a combination of education and experience that would
provide the required knowledge and abilities.
9.1 EDUCATION
First Degree in Accounting/Management Studies with Accounting or BBA from a recognized
University. (Post-graduate training in Accounting is an asset) or;
ACCA Level 2 or 3 or; Associate of Science Degree in Accounting, from an accredited institution,
along with the Diploma in Government Accounting from an accredited institution;
Must have good knowledge of procurement policies and procedures of multi‐lateral financial
institutions (e.g. the Inter‐American Development Bank or World Bank) and Technical Cooperation
Agreements, as well as good knowledge of the institutional, technical, and legal aspects of procurement.

Where the privatised assets are owned by public bodies, agencies or statutory bodies, the net privatisation proceeds will be paid over to the company owning the privatised assets, on approval of Cabinet.
11.0 REMOVAL OF AN ENTITY FROM THE PRIVATISATION LIST
There will be occasions when an asset cannot be privatised due to the lack of interest from potential investors, bids below an acceptable amount and/or changes in GOJ policy. Cabinet approval must be sought for the removal of an entity/project from the privatisation list.
A Ministry or Agency may also submit a formal request (via a Cabinet Submission) to Cabinet for an asset to be removed from the list. This request should include the rationale for the removal of the entity from the list, and in the case of a Ministry requesting the removal prior to privatisation; the rationale must be aligned with GOJ priorities and objectives. The removal from the list should be justified based on the strategic positioning and objectives of the Ministry or Agency.
